Buckland Development Ltd is the Master Developer responsible for the delivery of Welborne Garden Village near Fareham, Hampshire – an exemplary development for the region providing homes, employment, schools, shops and local facilities within an attractive, leafy environment.

Together with Buckland Capital Partners Ltd and Portchester Equity Ltd, we have the ability and resources to understand and deal with the technical, commercial and financial challenges associated with such a regionally significant project. The influence of Southwick Estate as a locally invested long-term landowner has embedded a strong legacy approach into Buckland Development Ltds’ model of delivery.

History & Heritage

Buckland Development Ltd was originally established in 2006 to represent Southwick Estate – the local custodian of land allocated by the Local Council for Welborne.

Southwick Estate has been in the ownership of the Thistlethwayte family for nearly 500 years – over generations, they have run the 8,000-acre agricultural estate centred around the village of Southwick in Hampshire. The influence of a committed landowner with a long-term association with the area means Buckland Development Ltd is unlike many other developers in its approach.

Since 2006 we have assembled and funded our in-house and external team of property specialists to develop our team has been working along-side Fareham Borough Council, local and regional key stakeholders as well as local community groups.

After more than ten years of working with Fareham Borough Council, Hampshire County Council, Highways England, Natural England, other key stakeholders and community groups, in 2017 we submitted an outline planning application to Fareham Borough Council for the entire allocated Welborne area – the largest application the local authority had ever received. In the same year, we established Welborne Land Limited and funded the purchase of all the land needed to deliver Welborne.

In October 2019 Fareham Borough Council’s Planning Committee agreed a Resolution to Grant on our application subject to a number of conditions and signing the s106 legal agreement.  Development is expected to start on site at the end of 2021 / start of 2022.

What we stand for

We believe in good design, early delivery of infrastructure, plentiful green space and a model of on-going stewardship. This level of commitment is key to allowing a community to thrive and to create a sense of place that will pass the test of time.

Sustainability is integral to our long term planning and delivery of Welborne. From building a solar farm providing sufficient renewable energy to power the entire development when complete to developing arrangements to fund and protect the open space in perpetuity and planning early delivery of the village centre with space for local business and community facilities.

Buckland Development Ltd believe in building communities that embrace all.  We are proud to be associated with initiatives that have responded to a local need and resulted in tangible, positive and sustainable outcomes for local communities.

Buckland Development Ltd has been working with local charities who provide homes, new skills and employment for the vulnerable and those in need.

Working with Trinity, Buckland Development team project managed the refurbishment of a listed building in central Winchester to create seven self-contained flats. The house supports people on Winchester City Council’s general housing waiting list as well as low-risk individuals leaving custody and looking to make a new start. Residents are offered support in managing a tenancy and training opportunities to help them back into employment.  The project has celebrated its first year with eleven people successfully housed and supported with training, work experience and further education.
