Winchester City Council

Winchester City Council manages a wide variety of services.

We have responsibility for planning, housing, waste collection, Council Tax and Business Rates collection, leisure services, tourism, benefits administration and many more services.

The Council Plan 2020-25 sets out the priority outcomes for the Council and identifies the important issues that will be addressed over the life of the Plan through the work of the Council and its partners.

The Council Plan was adopted at Council on 15 January 2020 and was updated in 2022. The updated plan was adopted at Council on 18 January 2023.

The priorities remain as :

• Tackling the climate emergency and creating a greener district
• Homes for all
• Vibrant local economy
• Living well
• Your services. Your voice

The updated 2022 version includes a response to new challenges facing our distict, including an enhanced focus for:

• Taking action to support residents with the rising cost of living
• Tackling the rapidly worsening effects of climate change, such as increased flooding and more extreme temperatures, by helping the district to become greener faster.
• fostering pride of place, by investing in public spaces and working with partners to address issues such as anti-social behaviour and vandalism
• Listening better – taking action based on what they tell us and ensuring everyone in our district has a voice that is heard

The outcome of our combined aims will be a district where everyone enjoys the opportunities and quality of life that come from living in the Winchester District.

Progress against the projects and actions included in the Council Plan is regularly reported to Scrutiny Committee and Cabinet meetings and can be viewed from the committees pages of the website.
