Regenerate Central South Conference
Regenerate South brings together stakeholders and investors around the Central South region in a bid to use exclusive industry expertise and knowledge to drive investment in the region. The private sector initiative promotes the development of sites at a national and international level to stimulate inward investment and showcases the quality of business and investment opportunities available in this part of the UK.
At our 9th Regenerate South Conference, we will build upon the success of previous events which annually attract over 200 investors and developers. Business South is working closely with both the public and private sector to attract more stakeholders into the area and to showcase our current offer.
The conference is a fantastic opportunity for potential investors, developers, agents and consultants to debate the ambitions for the Central South region, ensuring that we retain competitiveness and productivity into the future.

Marion Baeli
Marion Baeli is Principal, Sustainability Transformation at 10 Design.
Specialising in adaptive reuse strategies and low-energy design, she brings in over 20 years of expertise regarding the design and delivery of large-scale, complex projects that span the whole spectrum of housing as well as office sectors.
She is a renowned author on low-energy design, recognised for her award-winning book on residential retrofits. Additionally, she contributes to the Westminster Council’s Design Review Panel, serves as a frequent guest lecturer at London Universities (UCL, Westminster, Imperial College), sits on the board of the UK Passivhaus Trust and acts as an architecture award judge for both the Architects’ Journal and Architecture Today.
Helen Fadipe
Helen is the Managing Director of FPP Associates Ltd, a multi-disciplinary planning and development consultancy firm. She is the RTPI Vice President 2024; Founder and co-chair of BAME Planners Network; Advisory Board Member for Women in Planning and a Board Member of Idia College School Management Board.
Helen has won several awards and is an advocate for equality, diversity and inclusivity within the planning profession. She is passionate about healthy and inclusive placemaking and seeks ways to achieve a harmonious and sustainable outcome in planning through interactive engagement and participation of all key stakeholders.
She is a strategic planner, thought leader and prolific speaker with over 30 years’ experience working across public and private sectors, both in the UK and internationally. Helen has extensive experience of directing and working on major development schemes, strategic plans, masterplans, model city plans, and prior to setting up her planning practice, she held senior management positions within Local Planning Authorities in the UK.
In the UK New Year’s Honours List for 2024, Helen received an MBE (Member of the British Empire) for services to the Planning Profession.
Austen Toone
Austen is a Connections Lead Relationship Manager with 10 years of experience working alongside stakeholders in the construction and energy industry.
He leads a team of specialists in stakeholder engagement and is responsible for facilitating conversations with a wide variety of market segments around the UK in order to help drive customers towards their Net Zero journey.
He studied Chinese Studies & History at the University of Sheffield and is also an Officer in the Army Reserve.
Charles Collins
Charles provides planning consultancy and project management advice. He is the Head of Office in Guildford and leads the South East Planning team operating from Guildford, Sevenoaks and Brighton.
Charles has 20 years’ experience and advises on strategic planning policy including Local Plans, Community Infrastructure Levy (CIL), planning applications, project co-ordination, EIA and public consultation. Charles has particular experience in co-ordinating residential or major infrastructure proposals through the planning promotion and application process, including EIA development. He also undertakes planning research for Savills as part of the national Planning Thought Leadership group.
Dominic Curran
Dominic is the Head of Communications at the British Property Federation.
He has over a decade of experience working in property, having previously been the Property Policy lead at the British Retail Consortium and having been closely involved in housing policy development at the Greater London Authority under two Mayors.
Prior to this he has had extensive experience of lobbying Government, both working on behalf of local authorities on housing and planning matters as well as six years working in Parliament.
Will Purvis
Will is the Head of Communications & Marketing for Eastleigh Borough Council.
He has over a decade of experience working in housing and development, having previously held senior strategy, policy and public affairs roles in the housebuilding sector, including being closely involved in policy development on the NPPF, specialist housing policy, leasehold reform, the development of the New Homes Quality Code / Board, as well as hundreds of site-specific development proposals across the UK.
Alongside this he has extensive experience of local and national government, both having been an elected member of a unitary authority for nine years, as well as working in Parliament. Will is also a Trustee of a large charity providing residential and home care to older people across the South East.
Abby Foster
Abby is an experienced Sustainability Consultant who has been working in the construction industry for over sixteen years.
During her time at Ridge, she has successfully set up and managed a rapidly expanding team of Sustainability specialists, linking into the wider Ridge Sustainability and ESG discipline. As a Partner in the business Abby has established strong client relationships with an excellent record of repeat business.
A skilled and passionate communicator, Abby specialises in engaging with design teams and clients to ensure that the principles of sustainable development are identified, understood and integrated into projects from the outset and then successfully reviewed throughout design and construction stages to meet with the schemes’ Sustainability objectives and move the industry towards Zero Carbon.
Sustainability and ESG requirements and expectations have evolved significantly in recent years, Abby and her team work hard to stay at the forefront of these changes to ensure they are perfectly placed to help their clients understand and implement the solutions best aligned to their specific requirements.
Tom Venables
Tom is a high-profile built environment practitioner with over 20 years experience. He established Prior + Partners planning practice in 2018 and leads complex, interdisciplinary projects.
Tom specialises in large scale masterplanning and strategy formulation and over the past decade has produced city-scale plans for Dubai, Istanbul, Jeddah and has been working for the past five years in the planning and implementation AlUla – a major cultural heritage landscape focused upon the World Heritage Site at Hegra, KSA.
Tom is currently leading the Southampton Renaissance Masterplan that aims to raise the ambition for the collective long-term regeneration and transformation of the city centre as a key component of the Central South sub-region.
Ian Maguire
Ian is an experienced local government executive and town planner having served as a Chief Planner and other executive roles for Councils in Surrey and Hampshire.
Currently working as the Assistant Director for Planning and Economic Growth for Portsmouth City Council he supports the Council’s ambitious regeneration plans and wide ranging economic inward investment and business support roles.
Shaun Stevens
Shaun is a committed Environmental Engineer and business leader with over 28 years’ experience in the UK and Irish water sectors, working for contractors, consultants and OEM suppliers.
As General Manager of EPS Water, he has developed the business into one of the UK’s foremost providers of water and wastewater treatment solutions, supplying advanced mechanical and process equipment to the regulated water companies, developers and industrial clients.
EPS were one of the first members of the water industry supply chain to achieve CEMARS (now Achilles Carbon Reduce) accreditation, and have been sector leaders in the measurement and reduction of their Tier 1 & 2 emissions. Within his role, Shaun oversees their UK sustainability and ESG initiatives as they progress at pace on their Net Zero journey.
Shaun is a former Non-Executive Director and UK Forum Chair at British Water, where he now heads up their Supply Chain Task Force. He also works closely with Enterprise Ireland’s Water Cluster and sits on the Advisory Board of UK Water Week.
Mark Davy
Mark Davy is the Founder of Futurecity, a global multi-disciplinary placemaking agency set up in 2007 to promote culture-driven placemaking. A former artist Davy has promoted culture as the guiding narrative for the regeneration and development of towns, cities and regions.
Mark has persuaded the private sector to invest in the arts at an early stage in the masterplan and regeneration process, with over 140 public art projects and over 250 strategies delivered in the UK, Europe, North America, Middle East and Australia.
In London Futurecity has been involved in some of the capitals largest development projects, including Battersea Power Station and Nine Elms, Wood Wharf, Shard Quarter, Greenwich Peninsula, Barking Riverside and Wembley Park and large-scale art and engineering public art projects, including the Crossrail (Elizabeth) Culture Line, the Illuminated River Project, Richard Wilson RA ‘Slipstream’ at Heathrow Airport and Conrad Shawcross RA ‘Optic Cloak’ Energy Centre at Greenwich Peninsula.
Mark is a Fellow of the Royal Society of Arts, a member of the Royal Philharmonic Orchestra Advisory Panel, a Trustee to Hypha Studios, an Executive Director for the Land Economic Society Member of the NLA Expert Panel for Culture and a member of the National Trust Regional Advisory Group.
Fiona Gray
Fiona has a range of technical and commercial experience from working within the property and construction industry since 1990, starting out as a site engineer for a major UK construction company and housebuilder then moving to project manager roles for a global engineering consultancy.
Having worked on the developing plans for Welborne for nearly 16 years Fiona is responsible for community and stakeholder engagement with special focus on delivering the Welborne Garden Village Trust and sustainable, place making.
Julie Pinnock
Julie is a respected Local Government expert, communicator and negotiator, working as the City Councils Chief Planning Officer. Julie holds a BA Honours Degree and a Master of Town Planning both from the University of the West of England as well as being a Chartered Member of the Royal Town Planning Institute.
Julie has a background in development management, leading strategically on large major developments within the Winchester District. Her work focuses on spatial planning, design and creating places people want to live and work in.
She is immensely proud of her teams achievements winning two RTPI awards, including overall South East award for Local Plan engagement and an RPTI commendation for best team for the council’s planning enforcement team.
Gavin Hall
Gavin was elected a member of the Royal Town Planning Institute in 2002 and joined Savills in 2003. He holds a first-class BSc (Hons) in Geography and an MSc in City & Regional Planning.
Gavin specialises in complex urban regeneration, waterfront, and infrastructure projects for public and private sector clients. Gavin is results driven, providing a dynamic, client focused commercial approach to delivering viable consents that add value to the built environment.
Working nationally, with a strong track record in promoting opportunities, Gavin evolved a particular interest in marine/port planning and regeneration, project co-ordination and management, whilst retaining a keen interest in his home region – the Solent. He sits on the Hampshire Chamber Planning and Transport Committee, is a member of Business South and is a representative for Savills on the Solent LEP.
Gavin also looks after the recruitment, training and development of Savills RTPI graduates and leads the Southampton planning team.
