The day looks set to get off to a dynamic start with designer Wayne Hemmingway in conversation with Andrew Ferrier, CEO of Test Valley District Council. They will be discussing the Andover Masterplan and the difference joint-working has made.
Our panel discussions look set to deliver plenty of food for thought as they focus firstly on top inward investment opportunities for investors and supply chain, before turning to the topic of housing.
Mark Perry, CEO VIVID and chair of the Business South Housing Group will be joining a panel discussion chaired by Lucien Cook from Savills, one of the country’s most respected housing market commentators.

Event Speakers

Mark Perry
Mark became Chief Executive of VIVID in April 2017 from his role as Chief Executive of Sentinel and previously as Group Commercial Director at Affinity Sutton, now Clarion.
Mark’s well known in the sector with over 25 years of experience in housing and is a key business figure in the region and beyond. He also has a strong commercial background and a master’s degree in business administration.
Mark is Chair of the National Housing Federation’s South East Sounding Board, a Non-Executive Director at McCarthy & Stone (Shared Ownership), and Chair of Business South’s Housing Action Group.
Previously, he was the Senior Independent Director at Surrey and Borders Partnership NHS Foundation Trust.

Wayne Hemingway
Wayne Hemingway MBE is a British designer with an international reputation for projects encompassing a strong community/social content through multi-disciplinary designers, HemingwayDesign, a medium sized family-owned business focused on place, people and positive social impact set up with his wife Gerardine who also received an MBE for their award-winning work.
In 2023 Wayne co-Founded www.CharitySuperMkt.com arguably the UK’s hottest retail concept taking the stigma out of pre-loved clothing and raising millions for charity as well as revitalising town and shopping centres
Regionally HemingwayDesign led on the highly impactful vision, placebrand and masterplan for Andover and are currently working in Fareham on a place brand initiative.
Wayne has an extensive TV and radio background (from being a weekly presenter on the Big Breakfast, to a regular on Newsnight)
As a result, Wayne is a frequent keynote speaker on town centre and retail futures, entrepreneurship, purposeful business, housing and regeneration, brand, and more at corporate events and award ceremonies worldwide.

Lucien Cook
Lucian Cook is one of the country’s most authoritative housing market commentators, having been a director in Savills much-respected research team since 2007.
As an industry figurehead he regularly presents on the UK housing markets and frequently appears on radio and television. At Savills he leads a team of 36 highly respected researchers. Collectively they cover everything from social housing to the prime markets of central London and development land to residential investment.

Jillian Kay
Jillian is Chief Executive of Southampton City Council. She joined in April 2025 and leads overall on delivery of the Council’s corporate plan and contribution to the city missions, to ensure a healthier, safer, greener, growing and more equal Southampton. She plays a significant role in securing the benefits of devolution and local government reorganisation in Hampshire, in collaboration with other councils and partners.
Prior to joining Southampton City Council, she was Corporate Director for Wellbeing at Bournemouth, Christchurch and Poole Council where she transformed services to improve the health and wellbeing of local residents. She was responsible for a wide range of services including adult social care, public health, housing needs and homelessness.
In addition to her local government experience, Jillian previously held senior roles in national government including at the Ministry of Housing, Communities and Local Government as Director of Local Government Policy and later Director of Resilience and Recovery where she led the Government’s Grenfell recovery programme.

Gavin Hall
Gavin has worked at Savills since 2003, moving across from Southampton City Council, where he had worked in the Regeneration and Design team after graduating from Cardiff University in 1999. At Southampton City Council, Gavin worked in an inward investment team assisting deliver regeneration schemes for the city.
Gavin specialises in complex mixed-use regeneration across the country, especially waterfront and infrastructure projects for both public and private sector clients and is driven to enable deliverable and viable consents that add value to the built environment and to people’s own surroundings.
As well as his roles at Savills, Gavin was elected to Chair of the Planning and Transport Committee of the Hampshire Chamber of Commerce in summer 2022, is a Non-Executive Director on the Board of Business South and chairs their Regenerate South Action Group and sits on the Southampton Renaissance Board.
Gavin was elected a Member of the Royal Town Planning Institute in 2002, has been an RTPI APC Assessor and is the outgoing national RTPI Graduate Pathway Leader for Savills overseeing recruitment and career progression for Savills planning graduates across the country.
