Business South’s latest Housing Group meeting explored the changing planning landscape and what recent national policy changes could mean for housing delivery across the Central South.
Matt Turpin from VIVID chaired the meeting and welcomed Daniel Wiseman from Gillings Planning, who provided an overview of the recently published National Planning Policy Framework (NPPF), proposed changes to Section 106 agreements and the latest Housing Delivery Test figures.
Planning policy update
Daniel gave members an overview of the key changes within the updated NPPF, including the Government’s approach to strategic planning, housing delivery and the future development of local plans.
He also highlighted the introduction of Strategic Development Strategies, which are intended to provide a longer-term approach to planning for housing and growth across wider areas.
The presentation provided an opportunity for members to consider what these changes could mean for the Central South, particularly as local authorities navigate new housing requirements alongside wider changes to the planning system.
Housing delivery and regional growth
The group also looked at housing delivery across the region and the challenges facing local authorities in meeting housing requirements.
Discussion explored how strategic planning could help better connect housing delivery with economic growth, employment, infrastructure and transport, as well as the role of development around well-connected transport hubs.
Members also considered the potential impact of Local Government Reorganisation (LGR) and the emerging strategic planning landscape on the preparation of local plans.
Looking ahead
Matt returned the conversation back to the group’s ongoing work around skills and the future construction workforce. Members are continuing to explore how businesses and partners can work together to address skills gaps and strengthen the talent pipeline.
